Are Area Reviews the end of the Generalist FE College? ETF’s David Russell sets the record straight
FE News caught up with Education and Training Foundation Chief Executive David Russell at the AoC annual conference. David was a part of a debate on ‘Area Reviews and specialisation – the end of the general FE college?’
This was too good a debate title not to explore in more detail and we caught up with David to hear his views.

David explains that he doesn’t think that Area Reviews and College specialisation spells the end of the general FE college and that specialist colleges who also deliver general services is a really positive development. In fact David gives a number of reasons why FE colleges having a specialism was a really positive thing particularly in driving levels 3, 4 and 5 vocational provision and to reduce the amount of competition for staff and learners if colleges work together in selecting their specialist fields. He reflects on the 1999 Specialist Schools programme in comprehensive schools which initially caused confusion, but enabled schools to lead with their specialist subjects in which they were excellent in delivering, which still delivering a full comprehensive education system.
