Jill Whittaker from HIT Training discusses the challenges facing the sector
Jill Whittaker, Managing Director at HIT Training discusses the challenges faced by Training Providers and Colleges in the current market at the Apprenticeships 4 England conference.
Jill explains that Apprenticeships are the only game in town at the moment. She reflects on last years Ofsted Chief Inspector report on how Apprenticeship delivery were seen to be in a deteriorating position, but when you look at the results for specialist training providers you will seen that the Ofsted results are actually improving. Jill explains that this can only mean one thing that new entrant Apprenticeship providers are not properly prepared to deliver Apprenticeships.
Jill shares her concerns around the Apprenticeship Levy is that in the new 0.5% payroll tax for large employers could will in effect slash large employers training budgets. She explains that this runs the risk of removing CPD and activity that enriches the workforce.
Jill also explains that she has a concern that employers could be tempted to make all training appear to look like Apprenticeship provision.
A lot of uncertainty at the moment and large employers want to work on their 5 year plans and they want to sit down and discuss how the Apprenticeship Levy will affect them and how Trailblazers will work, but at the moment no one can give the employers the full details that they require.
Jill explains that Independent Training Providers are used to be market driven and quickly adapting to the needs of the market, her concern is for organisations that have high fixed costs such as Colleges, are they going to struggle to adapt as quickly as the market requires?
